 Job Summary 
 The project is supporting the TMA agrometeorological section in developing agrometeorological data required for preparing and dissemination of climate information and agrometeorological products which are tailored for application in the agriculture sector. The agrometeorological products and information provided by TMA currently include, climatological, seasonal, monthly and dekadal agrometeorological bulletins, severe weather warnings and advisories; and other tailor-made agrometeorological information such as climatological onset and cessation of the seasonal rains, length of the season and dry spell lengths. 

 In order to address the needs of the farming communities more effectively, Washington State University in collaboration with FAO is seeking for an expert to develop a database that can archive agrometeorological data and perform data analysis to assist in generation of tailor-made agrometeorological information for agricultural stakeholders in the country. Generated data will be accessed in accordance with the existing procedure in provision of aggro-meteorological services and consistent with TMA Act.

 Accessibility will likely consider different levels for different users Minimum Qualification: Bachelor Experience Level: Management level Experience Length: 10 years Job Description Objectives of the consultancy: The overall purpose of the consultancy is to develop agrometeorological database for TMA with ability of collecting agrometeorological data, perform analysis to suit the needs of agricultural stakeholders (farmers, livestock keepers, fishers, extension officers, policy makers and decision makers), downloading remote sense satellite data for soil moisture, rainfall estimates and vegetation indices from global data sources, generate tailor-made agrometeorological products and information, agrometeorological weather indices and down-scaled agrometeorological products.

 Specific Objectives of the Consultancy are: i. To improve existing TMA agrometeorological database. Currently TMA possesses database like CLIDATA and has an access to other databases like CHIRPS, GeoWRSI, and MAPROOM. The consultant will advise on improvement on the services and products currently generated by TMA. Focus should be focus needs to be on improvement of agrometeorological data archiving, product generation (temporal and spatial analysis) especially seasonal and decadal information and timely accessibility of information by stakeholders. It is important for the consultant to provide support based on the existing strength and therefore a need for the consultant to have discussion with technical experts in house on the best way forward taking into consideration the current and future plan in ICT and infrastructural development. ii. To develop and integrate into the database a software for generating aggro-meteorological products.

The developer will be required to conduct a simple survey and discussion with the technical experts at TMA to determine the types of data stored, to be stored and to be analyzed for information and products generation. Data is expected to uploaded manually, automatically, synchronized with other databases and digital data sources including AWS and satellite data but also received and archive real time data from manually operated stations into database into the database. The consultant will need to ensure all data sources are harmonized in the generation of information and products. . iii. To train TMA experts in the use and ope-rationalization of the developed database. iv. To take part in two training sessions of the TMA staffs as planned in the overall project implementation.

 Deliverable A database that archive agrometeorological data and perform analysis of the archived data A user interface to display information analysed and generate down-scaled agrometeorological products that meet user needs. Number of TMA staff (at least five) trained in the use of the database Participate in two training session on training on building capacity of TMA staffs under the project. Scope of Work: Under close guidance from FAO and WSU (Washington State University), the consultant can either be an individual or a firm that will be working with TMA agrometeorological experts in the development of the agrometeorological database. The consultant is expected to be able to take part in at least two training sessions for TMA staffs planned under the project to build capacity in the use of agrometeorological database and in the development of agrometeorological products for the agricultural sector. Required Competencies (Qualifications and experience): Bachelor degree in Aggro-meteorology, Climate and Environment Monitoring, Climate Science, Meteorology, Aggro-Environmental Sciences, Database Management, Information Technologies or other related discipline. Master degree in related field is an added advantage.

Technical Competencies and Experience Requirements Experience in database development with a minimum of 10 years of professional experience in the related field. Extensive knowledge of climate services and environment monitoring especially in the agriculture production Extensive conceptual and practical knowledge of meteorology, climate systems, crop modelling, yield estimation, rainfall analysis, spatial data analysis (developing GIS-type functions), statistical analysis, Geo-coding and generation of seasonal rainfall forecasts Experience of working and collaboration with stakeholders including government and its agencies, UN agencies, International NGOs, International Organizations and academic institutions. Experience in use of agrometeorological, remote sensing and geographic information systems technologies to provide early warning analysis for food security.
